Description of problem:
qpid-tools provides the management tools for Qpid.

In RHEL 5 we need support for QMF Agent libraries so that Matahari can be
deployed on RHEL5 hosts.  qpid-tools provides configuration and monitoring tools for Qpid, which underlies QMF.

This bug is to add the qpid-tools package to RHEL5.
