Description of problem:
The database patch files have an incorrect format for the BaseDBVersion feature.  They have:

    BaseDBVersion:
      :params:
        BaseDBVersion: "1.15"

Instead of:

    BaseDBVersion:
      params:
        BaseDBVersion: "1.15"

This can cause issues when patching.

Tested on RHEL 5.7/6.2 with condor-wallaby-base-db-1.17-2 and there is no ":params" in it. -->VERIFIED
