Description of problem:
Timestamp of symlink in /var/lib/pulp/repos/* does not reflect timestamp of packages files in /var/lib/pulp/packages/*
All symlinks seems to be at the date of the symlink creation date

So, it is not possible to identify new packages after a sync operation

In v2, this information is stored as metadata in the database itself rather than the symlinks.
