I see no reason why Bugzilla should depend on mod_perl (this is the definition of "optional dependencies"). Due to bug 730832, apache cannot start, and so Bugzilla cannot be accessed. Please remove this dependency.
Strange, we already exclude every Apache2:: and ModPerl:: module from the dependencies chain. I'll investigate.
