bugzilla-doc-build is supposed to contain files related to the compilation of the Bugzilla documentation. This means makedocs.pl + docs/lib + en/xml. XML files being in en/xml/ are of no use to the average user. They are only useful to generate the HTML, plain text and PDF formats.
