Description of problem:
When shutdownhtml is set (e.g. during bugzilla upgrade or migration), the XMLRPC scripts return HTML

How reproducible:
Always

Steps to Reproduce:
1. Set shutdownhtml
2. Do an XMLRPC query
  
Actual results:
HTML is returned.

Expected results:
Valid XML is return (with an error stating Bugzilla is shut down)

Additional info:
Need to check if this is an issue with just our XMLRPC extensions or with Mozilla's one too.

This change is now on our staging server - https://partner-bugzilla.redhat.com/

It is scheduled to be put on the live server at 4pm Thursday (EDT)
