The link to the successor Jira issue will be found under "Links", have a little "two-footprint" icon next to it, and direct you to the "RHEL project" in Red Hat Jira (issue links are of type "https://issues.redhat.com/browse/RHEL-XXXX", where "X" is a digit). This same link will be available in a blue banner at the top of the page informing you that that bug has been migrated.

You are using the wrong repository: rhel-x86_64-server-6. This repo does not contain RHEL-6.2 beta packages.
I checked the 6.2 beta 1.1 and also snapshot-2.0 trees. Both are providing
system-config-firewall-1.2.27-5.el6.noarch.rpm
system-config-firewall-base-1.2.27-5.el6.noarch.rpm
system-config-firewall-tui-1.2.27-5.el6.noarch.rpm
All system-config-firewall* packages are created from the same source package, therefore an EVR mismatch should not happen.
