Description of problem:
Some validations that require the Backend aren't implemented yet.

Steps to reproduce:
1. Open the "New Data Center" dialog
2. Fill in the "Name" field a string that is the name of an already-existing Data-Center (e.g. "Default").
3. Press "OK"

Actual results:
An error pop-up ("Can-Do-Action") is opened with the text: "Error: Cannot create Repository. The Data Center name is already in use."

Expected results:
The "Name" field should be marked with a colored border (to indicate that something is wrong with it), with a tool-tip that explains the problem.
