python3-devel includes pkgconfig files
%%_libdir/pkgconfig/python3.pc
...
but doesn't include the corresponding autogenerated (by rpm) provides,
pkgconfig(python3)
...

I suspect it may be that find-provides-without-python-sonames.sh references /usr/lib/rpm/find-provides
instead of 
/usr/lib/rpm/redhat/find-provides

confirmed that fix works as advertised doing a fresh python3 build locally.

fixed up in 3.2.2-9 for rawhide.
