Description of problem:

When a system is set to manual you should not be able to schedule a provision, but you can,  of course it fails because the scheduler can't actually use the system.

How reproducible:
Everytime

Steps to Reproduce:
1. set system to Manual
2. Be the owner or loanee
3. Schedule provision
