This is just a shortcoming in how livecds are constructed and installed, and is unlikely to be fixed. In order to make livecd installation fast, we don't deal with things on a package level. We instead blast the whole livecd filesystem onto the disk and then resize it to make sure it's as big as you wanted. However, there's no provision in there for also migrating filesystem formats. If you want to do a different root format, you'll either need to use a non-livecd, or have one constructed in a different format.
