Description of problem:
"Paused" status should disable 'Send Key' option in fullscreen mode

How reproducible:
always

Steps to Reproduce:
1.Create a vm and open it
2.log in the vm and display the desktop.
3.Click "Pause" button.
4.Click "switch to fullscreen view" in toolbar
5.in fullscreen view,on top of monitor Select "Send Key combination", Click "Ctrl+Alt+Delete"
6.Click "Pause" button again to resume the vm

guest with vnc and spice all have this issue

Actual results:
The vm restarts


Expected results:
The vm stays in the desktop.

Not urgent, and given reduced capacity for virt-manager/virtinst, just moving
this to the upstream tracker.
