Description of problem:
If you disable USB Share in Admin Portal, in User Portal when you edit the console, still get the choice to 'Enable USB Share'.

How reproducible:
100%

Steps to Reproduce:
1. In the Admin Portal edit the console options of a VM and disable USB Share.
2. In User Portal, edit console options of the VM.
3. You should see an option to 'Enable USB Share'.
  
Actual results:
The option to 'Enable USB Share' is available.

Expected results:
The option to 'Enable USB Share' should not be available.

More detail after retesting:

Once USB share is disable in USB policy in Admin Portal:
- This can be override by Power User in PUP. Is that excepted behaviour? We do not have possibility to limit Power User.

- Options "Enable USB Auto-Share" could be greyed out since USB is disabled in general.

Yes - this is an expected behavior: The admin can decide to grant to the user a PowerUserRole on that VM (in this case, user can do with the VM whatever he wants, including changing the USB policy) or a UserRole (in this case, user won't be able to change the VM properties, including "USB policy").

Correct - this is a good suggestion.
