It's enabled like ntpd or any other service via systemctl. systemctl enable chronyd.service http://docs.fedoraproject.org/en-US/Fedora/15/html/Deployment_Guide/ch-Services_and_Daemons.html
Why not make it easier for users by including this in the README? An ntpd is pretty vital, and the s-c-time won't work from the cli...
