Description of problem:
If there is no CS replication agreement between 2 servers, any action to delete it, indicates that it cannot contact the LDAP server. Should instead say - that there is no replication agreement with the server.

How reproducible:
always

Steps to Reproduce:
1.install master, replica
do not install CS on replica

2.Remove replication agreement about Replica, where there isn’t one
# ipa-csreplica-manage del ipa-replica.testrelm -p XXX 

  
Actual results:
Error:
Unable to delete replica ipa-replica.testrelm: Can't contact LDAP server

Expected results:
Error:
No replication agreement with XXX
