Red Hat Satellite engineering is moving the tracking of its product development work on Satellite to Red Hat Jira (issues.redhat.com). That failing, please send an e-mail to the RH Jira admins at rh-issues@redhat.com to troubleshoot your issue as a user management inquiry. The email creates a ServiceNow ticket with Red Hat. Individual Bugzilla bugs that are migrated will be moved to status "CLOSED", resolution "MIGRATED", and set with "MigratedToJIRA" in "Keywords". The link to the successor Jira issue will be found under "Links", have a little "two-footprint" icon next to it, and direct you to the "Satellite project" in Red Hat Jira (issue links are of type "https://issues.redhat.com/browse/SAT-XXXX", where "X" is a digit). This same link will be available in a blue banner at the top of the page informing you that that bug has been migrated.
Description of problem:
After creating a system template, the buttons where one would Edit/Delete/Download etc., a template do not appear until user starts looking at things in the "Eligible Content" field. In other words, a template cannot be edited at all until that pane has been opened and explored

Steps to Reproduce:
1. Enable RH content provider
2. Create a new template, "Foobar Template"
3. Return to main Content Management > System Templates view and Select it from the System Templates subtab.
4. Observe space at bottom of the template view
5. In the "Eligible Content" pane, "Red Hat Enterprise Linux Server > 
Red Hat Enterprise Linux Server Packages"
6. Once again observe the template view
Actual results:
Prior to populating Eligible Content with valid data, the buttons are not therel and the bottom of the box (the 'grey line') is missing. After loading some content in here, the boxes suddenly appear... and hitting the "home" breadcrumb in Eligible Content makes them disappear again
Expected results:
The buttons should always be there. User should be able to edit/download/whatever a template without having to click through a bunch of times in Eligible content to make them appear.

Changes have been made to the content browsing in System Templates such that the functionality appears to work such that the buttons are now permanently visible and remain greyed out when there is not an active System Template similar to the Promotions page. Choosing a template will activate the appropriate buttons and hitting the home breadcrumb will return the user to the selection screen and grey out the action buttons.
