The kernel doesn't have rfkill support for this laptop; there's an out-of-kernel module: http://linuxforums.org.uk/ubuntu/how-to-install-amilo-fsam7440-rf-kill-switchs-driver-in-ubuntu/ which doesn't have any autoload magic and doesn't handle events, but it's a starting point.

There's a better driver for this here: http://thread.gmane.org/gmane.linux.kernel.wireless.general/80615/focus=2637 however, I don't see that in a tree anywhere at the moment.
The amilo-rfkill driver has been merged into Linus' tree now. It should be available in the next rawhide kernel.
This is in the 3.3 rawhide kernel now. (It will also be in F17, and F15/F16 shortly)
