Description of problem:

There is no way to add/remove permissions to groups

Version-Release number of selected component (if applicable):
0.7.03

This would allow us to assign proxy_auth permissions to certain groups.

Additionally can we limit proxy support to only job submission.  At least until we redo the group support.  This will make the admins happier.
