When python client retrieve only 1 locale translation from server, it had to fetch the source resource when pulling po files. It would be better to include the msgid/msgctxt in each TextFlowTarget. But when fetching multiple locales, it shouldn't have a big issue, because python client only need to fetch each POT once for all languages. So we need to make a parameter that the server could handler different situation efficiently.
