FATAL ERROR: XInclude:1604 in Writing_with_Topics.xml on line 14: could not load Chapter-Relationships:_It's_(not)_Complicated!.xml, and no fallback was found

That's from the Content Spec line: 

Chapter: Relationships: It's (not) Complicated! 

In filenames the special characters need to be elided:

so the file name of the Chapter becomes:

Chapter-Relationships_Its_not_Complicated.xml

and the same title is used in the xi:include reference

While the title in the chapter element remains:

<title>Relationships: It's (not) Complicated!</title>

Fixed. We now have made it so that anything that isn't A-Z, a-z or 0-9 will get removed. Will be released in build 13.
