Both case's and case-run's sort-key couldn't be changed

Steps to Reproduce:
1. Enter into plan or run
2. Try to change one case's or case-run's sort key

couldn't be changed

Expected results:
sort key can be changed

This bug involved because one patch have not add to package of tcms 3.6.z. This bug will fixed in the next package.

Verify 3.6.0.20111103-1 on englab -->PASS

Verify steps:
1. Enter into plan or run
2. Try to change one case's or case-run's sort key

Actual result:
sort key can be changed
