Description of problem:

Currently the vendor table only contains a fraction of the total # of hwcert vendors.

hybrid3(a)


Additional info:

This step is a portion of the overall change to vendor ID's.  This should not require any code changes only a migrate script and audit script.

we have worked out a sql file to generate the missing vendors.  Once the code has been updated to hybrid3a, we can use vendor admin webui to add/edit vendors.
