cups-1.5.0-16.fc16 is in the fedora repository for Fedora 16. cups-1.5.0-19.fc16 was in updates-testing, but is in the process of being replaced by cups-1.5.0-21.fc16. You can work around it with 'yum downgrade cups' in the mean time.
the problem is not cups-1.5.0-16.fc16 but in cups-devel-1.5.0-16.fc16.

You need to downgrade the libs sub-package as well: 'yum downgrade cups cups-libs'
