I'm experiencing the high frequency of load/unload cycles on my laptop. Here's a link to a similar bug on opensuse bug tracker: https://bugzilla.novell.com/show_bug.cgi?id=386555 With a link to their solution: http://software.opensuse.org/search?q=storage-fixup&baseproject=openSUSE%3A11.4&lang=fr&exclude_debug=true

As they said in the opensuse bug, there is no one setting that works for all drives. You'll need to play around and find appropriate settings for your drive. The storage-fixup project upstream is dead.
