Description of problem:
Add tog-pegasus/libvirt-cim and other CIM providers to oVirt Node image, but do so as a plugin so that it's optional to add these in.  Not all environments will utilize CIM, but for some environments they may require monitoring via CIM and in that case adding these in will be useful.

libvirt-cim will need to use read-only libvirt socket if it is used in conjunction with oVirt Engine/vdsm

We're not going to use tog-pegasus and first run will not be as a plugin.
