Build with system libgsm, various other packaging improvements

- Patch to use system libgsm instead of a bundled copy.
- Make main package dep in -devel ISA qualified.
- Drop -octave Provides (not actually built with octave > 3.0).
- Don't build throwaway static lib.
- Run test suite during build.

I'm not certain that the change made to gsm610_seek() is correct, but then again libsndfile marks GSM files non-seekable so I suppose this code won't be run anyway.

Want me to push and build this for devel?
