Description of problem:

The errata on promotions always show 'add' even if they are already promoted.

1.  Sync a repo with errata.
2.  Promote the product to "Devel"
3.  Go back to locker and look at the errata for that product

results:

All errata still have the 'add' button. 

We have to go through all the repos in the product and verify that all the corresponding repos in the next environment already have it and if so say 'promoted'.  Just like we do with packages.

Errata at both the top level and nested underneath a product will now display the proper state of the errata based on whether it is promotable or not.  That being a '+ Add' link when promotable, the word 'Promoted' and nothing next to the name if the errata requires the repository it belongs to to be promoted first.

Both top level and under product, already-promoted errata say "Promoted", no add link.

getting rid of 6.0.0 version since that doesn't exist
