Description of problem:
The Minimal Install/Install Everything options should appear at the top of the
package list, not at the bottom.  This would make for a more friendly install.

Steps to Reproduce:
1.Run Installer

Actual Results:  Minimal/Everything options showed up after package list

Expected Results:  Minimal/Everything options should have been before package list

minimal/everything are options I'd like to remove at some point.  So
I'm definitely not going to be moving them to the top of the list.
