Description of problem:

When using the Matahari packages from the PPA for Ubuntu, the configuration files that go into /etc/default/ get installed by the matahari-core package.  matahari-broker depends on matahari-core, but the agent packages do not.  As a result, if you install just the agents and not the broker, you will not get the configuration files unless you explicitly install matahari-core, as well. 

I think we just need to make all of the agent packages depend on matahari-core, as well.
