Steps to Reproduce:
1. Assign a user/role just this permission:  Global/ActivationKeys/AccessAllAK's
2. Log in as that user
3. 
  
Actual results:
Systems tab is not present

Expected results:
Systems/AK tab should be available.

Additional info:
By going directly to the URL 
/katello/activation_keys 
You can still load the page and see all the AK's.

Same problem when you assign the permission "Manage all Activation Keys"

Confirming that this is still present in Katello Version: 0.1.181-1.git.2.594aa86.el6. See attached katello log for all the calls involved.
