That translates to something like "Impossible to contact the configuration server" (GConf) via D-Bus. I'm not sure about the second part, which seems to refer to the GConf daemon being "locked". [At the moment I can't tell whether that would be a repairable condition, for example with SoundConverter trying again after some seconds. It needs a working GConf or else cannot start.] You would need to give much more details about your system, your setup, and your user account, since this isn't normal behaviour. Is it reproducible? Also with a fresh user account?
Translation is: "GError: Impossible to contact configuration server- D-Bus error: Gconf daemon is halting." I suspect that this could be a much extended bug, I noticed that after this error also nautilus is unusable. Problem is temporary solved with a simple logout.
Well, there's not much that can be done about it inside SoundConverter. If it were a regular problem for many users, one could think about some error handling (even that would result in SoundConverter waiting endlessly for the GConf store to resurrect). However, there are many other apps and services requiring a working GConf service, so you would need to find out why GConf daemon fails for you.
