Description of problem:
When trying to install a rhel4 guest with virt-install straight from a tree location, the installation are failing with such errors as:

ERROR    No section: 'images-xen'

Steps to Reproduce:
1. Try to install a rhel4 virtual guest using virt-install with --location argument.
