I filled a bug 758875 against Anaconda for a choose language dialog: https://bugzilla.redhat.com/show_bug.cgi?id=758875
Removing myself for these bug components as I'm either no longer involved in that aspect of the project, or no longer care to watch this particular bug. Sorry if you are caught in a maelstrom of bug changes as a result!
I think, it's not Anaconda problem, but language selection removal in the first windows of Fedora, booted from Live CD. Fedora 14 was last version with language selection. For Fedora 15 and 16 language selection I described in this [1] wiki page. I think this bug must be closed. [1] https://fedoraproject.org/wiki/Fedora_Quick_Install_Guide
Thanks, Valentin. I actually just edited the Installation Guide to point Live CD users to the Installation Quick Start Guide for the setup instructions that incorporate your language selection wiki page, as we discussed on anaconda-devel-list. So although describing this process doesn't really fit into the Installation Guide, users will know where to go for more information.
The cross-reference to the Quick Start Guide can be found in commit cd095290d8347d42ffbf7e7dfd77e9de562a43c0
