Enable libcap and c-ares

wireshark builds differently depending on if libcap-devel and c-ares-devel are installed at build time or not.  Whether enabling them is a good thing to do I'll leave up to you, but at least they should be controlled with build dependencies/conflicts and/or configure options for reproducible builds.

Attached is one approach to fixing this; it enables both c-ares (seemingly mutually exclusive with adns) and libcap support.
