Description of problem: The current hardware catalog partner test site needs a marker similar to the partner bz site like: Note: This is a beta release of ... blah blah blah That will automatically appear using the same package code on both web2, partner and live. Version-Release number of selected component (if applicable): 20111130.1

We probably want to clarify the difference between the non-live server text and other catalog announcements; the survey announcement for example. This is a better method and would allow us to turn off the survey announcement without a spin and automatically populate this server isn't real based on the cfengine param values.

How about we have two distinguish parameters - "announcehtml" and "non_production_note" in data/params file. The former one is used by real catalog announcements (survey announcement, for example) the latter one is used to state whether or not the server is a production server.
Hmm, thinking about this more how about to keep things simple a go ahead and pickup the bz terms; and then replace the survey announcement text in the future with some other function? Something that can be updated/modified etc. without a catalog spin? We can open this dependant BZ now and assign it to hybrid4 or 5?
