Description of problem:
Missing build for EL-5

Expected results:
A RPM for mot-adms in EL-5, since ngspice 23-1 build-requires it

I no longer plan to make it available for EL-5 as EDAC and major semiconductor
companies are gearing up for EL-6 this year.
