Description of problem:
dhcp with redhat 7.3 is not compiled with USE_LPF
The bug is with dhcp-2.0-buildroot.patch(dhcp-2.0pl5-8.src.rpm) in which 
DLINUX_MAJOR=$(MAJORVERSION) -DLINUX_MINOR=$(MINORVERSION) is not substituted 
with 2.4 version. In redhat 6.2, it was 2.2.

this is not a problem with Redhat 8.0(dhcp-3.0pl1-9.src.rpm)
