Description of problem:
Internet Service interruptions happen and sometimes they happen when yum is in action.  Usually, during yum sessions Presto downloads deltas.  Yum & Presto exit after cycling through mirrors when there's an outage leaving some deltas behind.  This is expected.  However, when service is restored (usually within minutes), subsequent similar yum sessions fail to pickup and download remaining deltas.  Yum simply goes for the full download.  This is discouraging for Countries where Internet Service is quirky and bandwidth costs are high

How reproducible:
observed since F14


Steps to Reproduce:
1. run a 'yum update'. If updates exist, yum would display packages and download size (say 150mb). Accept the update.  Presto should start downloading deltas. (Lets assume the Delta downloads sum up to 20mb)
2. Cut the Internet midway through the Delta downloads. (Now, this usually doesn't happen on purpose :), it can happen in many ways and for different reasons).  Yum should exit after searching for mirrors
3. Restore Internet immediately and try step-1 again.  Yum should still display the same packages and, consequently, the download size (150mb in our example).  However, after accepting the update Presto won't continue from where it stopped.  It leaves the previously downloaded deltas and goes for Full packages. So, that split second of interruption results in an ugly 150mb download ... not to mention the excess of ??mb downloaded while Presto was working which never gets used.

Similar sessions run in quick succession should replicate their behaviour. Yum-Presto should continue downloading Deltas resuming from where it was interrupted (or nearly so).

Additional info:
'yum clean metadata' or 'yum clean all' doesn't seem to solve this but even if they did, that shouldn't be a norm.

This message is a reminder that Fedora 16 is nearing its end of life.
Approximately 4 (four) weeks from now Fedora will stop maintaining
and issuing updates for Fedora 16. It is Fedora's policy to close all
bug reports from releases that are no longer maintained. At that time
this bug will be closed as WONTFIX if it remains open with a Fedora 
'version' of '16'.

plan to fix it in a currently maintained version, simply change the 'version' 
to a later Fedora version prior to Fedora 16's end of life.

Fedora 16 changed to end-of-life (EOL) status on 2013-02-12. Fedora 16 is 
no longer maintained, which means that it will not receive any further 
security or bug fix updates. As a result we are closing this bug.

If you can reproduce this bug against a currently maintained version of 
Fedora please feel free to reopen this bug against that version.
