Description of problem:

A user with limited permissions is able to see all sections of the Dashboard, though they are not all filled with data.

Should they be able to?

How reproducible:
always


Steps to Reproduce:
1. create a user w/ limited access (e.g. Access System)
2. log in as that user
3.
  
Actual results:
User sees the Dashboard and all sections that it provides (e.g. Subscriptions, Errata, Promotions, Sync...).

Expected results:
User only sees those sections of the Dashboard that they have permissions to.

QA Verified. User without full permissions only see the dashboard view(s) to which said user has access.
