what permission did the non admin user have?
If they were default, you should have been denied when clicking the admin tab

Permissions were default . 
You are right when i click on Administer i was denied permission 
but when i go to Myaccount it goes to Administer tab with all 
subtabs enabled.

I believe this is same bug as https://bugzilla.redhat.com/show_bug.cgi?id=761504
 which is already fixed (commit 003398f4c23ca45d79c6fdd53a1f5ea9001400bd).
