Description of problem:
In the Administer section the "Users & Groups" top-level heading should read "Users"

1. Enter the "Administer" section of Conductor

Actual results:
There is a sub-tab headed "Users & Groups"

Expected results:
The sub-tab should be headed "Users", as no group functionality is presented. No change to the associated icon is required.
