Description of problem:
Out of the box, headpin does not have a default environment; only locker.  Therefore before a system can be registered a Sysadmin must go into the WebUI or CLI and create a default environment to avoid receiving the error:

Organization ACME_Corporation has 'Locker' environment only. Please create an environment for system registration. 

Ideally this would be a option in the answer-file so that at configuration Organization and Default Environment can be specified.

I think this is a feature, not a bug. Where is the boundary of creating everything by default? Is it an environment? User? Custom provider?
