Description of problem:
Currently when adding/approving a host, it must be placed into a cluster.
This means that wither pre-configure all desired clusters in the system and only then add the hosts, or add the host first to the default cluster (or any other existing cluster) and then move it to the designated cluster when it was configured. 

This prevents the convincing flow of setting up a system were first you install the manager then the hosts and add everything to the system, and only then start partitioning into data centers and clusters. 

For user that has both Intel and AMD the above flow it even blocked.


Orphan hosts are already supported in the system per bug 714943
