Description of problem:
The description of the "delay in minutes" parameter on anacron jobs states the following:

delay in minutes — specifies the number of minutes anacron waits, if necessary, before executing a job. 

However, this delay is applied __always__ unless anacron is run in foreground with the "-s" or "-n" option leaving the "if necessary" formulation at least questionable.

Suggested fix:
delay in minutes — number of minutes anacron waits before executing the job
