yum install -y katello-all ended up with:

Error: Package: katello-configure-0.1.37-1.fc16.noarch (katello)
           Requires: katello-certs-tools

katello-cert-tools is missing from f16 repo

docbook utils dep issue. added to the f16 build box and was able to build a successful test rpm. 


try running the gibson bot again

Successfully built: /tmp/tito/katello-certs-tools-1.0.1-1.fc16.src.rpm /tmp/tito/noarch/katello-certs-tools-1.0.1-1.fc16.noarch.rpm

I can confirm that the katello-certs-tools rpm is included in the repo and yum install katello-all finished with success.
