100%

Steps to Reproduce:
1. clone plan with owner
2. go to "Edit plan"
3. remove owner and save
  
Actual results:
owner was not removed

Expected results:
owner should be removed

This bug will fixed in the next release.

Verify version:
3.6.3 on englab --> PASSED

Verify steps:
1. clone plan with owner
2. go to "Edit plan"
3. remove owner and save

Actual results:
owner can be removed
