Description of problem:
After upgrading JON server from 2.4 to 3.0, a user cannot login using Chrome.  Looks to be because the cookie is not read properly.


Version-Release number of selected component (if applicable):
JON 2.4 -> JON 3.0

How reproducible:
Shutdown JON 2.4
Upgrade to JON 3.0
Startup JON3.0
Hit URL to finish install
Attempt to login with Chrome (and fail)


Steps to Reproduce:
1. Open Chrome to http://localhost:7080 after upgrade to JON 3.0
2. Attempt to login
3. Fail
  
Actual results:
User cannot login

Expected results:
User logs in 

Additional info:
This was not an issue in FireFox and with Chrome, I was fine after I flushed my cookies
