power.d related dependency fixes

pm-utils does not ship anything that would use hdparm, but still has a dependency on it.  Also, if power.d/* were shipped, there would be missing dependencies to ethtool and wireless-tools.

The attached patch is one way to fix it, ok if I push and build this for devel?

I had the patch ready to be pushed so it's done now.
