Description of problem:
Catalogs dropdown displays wrong when it doesn't contain any catalogs.

How reproducible:
Create a new Pool, go to its detail page and hover on catalogs dropdown next to New Deployment button.

fixed in commit a3627584f76534b018ea8136558886c85194805d

It shows "No catalog" now
