Description of problem:

The keyring is unlocked when logging in via password but not unlocked when logging in via finger swipe.  Finger swiping should unlock the keyring too.

Yes, that's by design. Keyring is protected by a password that is usually provided from pam when you log in. However using finger swipe there's no password involved and we have no way how to decipher the keyring.

This is a known issue and will be solved once a reasonable solution is found. Closing this bugreport for now.
